I don't know what you can do for repair (though, I think, 3017 PPDs
is quite a lot), but perhaps you try starting cupsd "by hand" (see the
start script) under strace. Then you'll see (probably) where and
hopefully 
why it dies (signal 11 is a segmentation fault).
