Any way to give rights to other users ?

What I did was create a group named printadmin. Add some clear thinking 
users to the group. Then in /etc/cups/cupsd.conf, I changed SystemGroup 
thus:

#SystemGroup sys
SystemGroup printadmin

On my Red Hat, the default members of sys are root,bin,adm - which is a 
safe default.
