Link error on make

when I try to build the cupstestppd.c (using cups-1.1.19rc5) on Mac OSX, i am 
geting linking error on some core foundation library.  Is there a Makedefs file 
which I can use?

I try the cups-10-2-5 on Apple's web site but it has no cupstestppd tool. Any 
suggestions?
