In order to save money, they are controlled with an optical link rather than a buried wire. It's that little T or L shaped gizmo on the top of the traffic light, sending light pulses to the next block over.
That being said, I can understand why the city would be upset that someone is selling such a gadget. I worked on a project years ago to develop something similar for emergency vehicles to set the lights in their favor ahead of their path to avoid accidents from cross traffic. But our simulations showed that following a single such run, it would take 2-3 hours for traffic flow to get completely back to normal, so the project was dropped.
