Good to hear from you. There really is nothing new in the Turcotte tragedy.
The Feds are doing little, of which I'm aware, and North Dakota even less.
The large reward offered within ND by some Turcotte family members --
$50,000 -- failed to produce anything. As I've noted, I see his murder as
sexual psychopathy -- by someone passing through the state that night. I'd
look for the killer in the Seattle/Tacoma setting. Keep checking our
website and don't hesitate to get back to me. I had planned to go to ND
last September but, in July, became extremely ill [nearly dying three times]
but I may be able to get there soon. But, again, I see
the killer as a loner, from the Northwest Coast somewhere, someway. We do
have two other unsolved Native murders in the state -- the Belgardes, father
and son. With the help of Julian Bond, national chair of NAACP and an old
friend, I am trying to get NAACP to put on some general pressure vis a vis
all three murders: the Belgardes and Russ Turcotte.

If someone told you that ND said it was the tribe's legal responsibility --
any Indian tribe -- to investigate the Turcotte murder, they were just plain
wrong and grossly so. Whatever its faults, ND could not and would not say
that.

Russell was murdered somewhere along a 100 mile stretch on Highway 2
westward, and he was murdered in North Dakota. He was not murdered on the
Ft Peck res nor even in Montana. It's primarily the jurisdictional
responsibility of ND -- and, as far as I know, they're investigating it
[however laconically.] Since it's probable that the killer crossed state
lines as he continued westward, the Feds have some responsibility. But the
murder simply does not relate to the tribal justice system in the remotest
sense. If I were you, I'd call the office of the North Dakota State
Attorney General at Bismarck and find out who the current state investigator
is at this point. I give a name on my website but the quickest route would
be the state AG. [He is Wayne Stenehjem.] That office could also, in all
likelihood, tell you what the Federal contact [FBI] would be. They've
changed sheriffs at Devils Lake, ND -- the setting in which Russ' body was
found -- and I wouldn't spend time there unless something significant has
occurred [and I have heard nothing.]
