University Professor Jose Solis Jordan, jailed by Federal authorities since 
1999 for allegedly being a terrorist, will be transfered to the Federal 
Prison in Guaynabo, Puerto Rico, by the end of April, according to 
information received from his wife Marta Gonzalez.  It is expected that on 
July 23, 2002, he will be released to a halfway house in Trujillo Alto, and 
that we will complete his sentence in November at which time he will be 
released to the community at large.

Solis Jordan, who taught at the Education Department of the Rio Piedras 
campus of the University of Puerto Rico, was found guilty by a federal jury 
on March 12, 1999, for allegedly placing a bomb outside an army recruitment 
center in Chicago in December of 1992. No one was killed or wounded in that 
blast.  At that time, Solis Jordan was working as a professor at the 
University of DePaul and was doing volunteer work at the Corretjer Puerto 
Rican Cultural Center, both also in Chicago.

Rafael Marrero, infiltrator and provacteur

The star witness of federal proesecutors was the undercover infiltrator and 
agent provacateur Rafale Marrero, who admitted during the trial to having 
placed the bomb in question and to having recieved immunity in addition to 
$119,000 dollars for his services for the F.B.I. Besides Marrero's testimony 
and the allegations of the F.B.I., prosecutors did not present any other 
evidence to substantiate their case.  It was the word of honor of the F.B.I. 
and that of one of its informants against the word of a Puerto Rican 
independentista accused of bombing a federal building.  The jury, that did 
not have even one Latino in it, and whose Chairwomen was an employee of the 
Justice Department, believed federal prosecutors.

Marrero was not an unknown to the independence movement or to the Puerto 
Rican community in Chicago. This individual made his "entrance" on the 
political scence in Puerto Rico during the 1980's, when he became a member 
of the Anti-Electoral Front where he worked to create divisions and internal 
conflicts.

A the end of the 1980's, Marrero, moved to Chicago, where he became active 
in the Puerto Rican community and gained the trust of the staff at the 
Corretjer Cultural Center. He agressively sought to become friends with the 
family and friends of the Puerto Rican political prisoners.  He then married 
Evelyn odriguez, sister of then political prisoners Ida Luz and Alicia 
Rodriguez.  He had a child with Evelyn Rodriguez who he named Alicia Luz in 
honor of the baby's two aunts.

At the Cultural Center, Marrero began to plant and promote discord amogn the 
staff,assumed ultra-leftist and hardline positions, as he tried to instigate 
his comrades to commit acts of violence. Marrero also begin a campaign to 
discredit Jose Lopez, Director of that institution.

It was at this time that Jose Solis Jordan and Marrero met, given that their 
wives were close friends.  In 1995 Solis Jordan and his family returned to 
Puerto Rico. In the meantime, Marrero "transformed" himself from an ultra 
sectarian revolutionary to a attack dog and enemy of anything that was done 
and said by the independence movement.

At that time, Marrero began to publish and distribute El Pito, a defamatory 
newsletter dedicated to slander the Puerto Rican community and its leaders, 
especially targetting Jose Lopez and U.S. Congressman Luis Gutierrez 
(D-Chicago).  The financial backers and supporters of El Pito, were the 
developers and real estate interests that sought to sell block by block the 
Puerto Rican community in Chicago to right whites.  Among these developers 
and realtors was Gloria Chevere, who has close ties to Carlos Romero 
Barcelo.

Political Intrigue

According to Jose Lopez and his collegues at the Cultural Center, Chevere 
and Romero Barcelo have channeled funds which in part have come from the 
financial backers of the PNP prostatehood party in Puerto rico, in order to 
finance the election campaigns of Congressman Gutierrez' opponents. Romero 
detests Gutierrez not only because he (Gutierrez) is an Independentista but 
alos because of his friendly ties to the Popular Democratic Party of Puerto 
Rico and because Gutierrez torpedoed the Young Bill in 1998.

In addition to using the El Pito newsletter as a anti-Puerto Rican platform, 
Marrero served as a source for a series of sensationalist articles that 
appeared in February of 1997 in the Chicago daily newspaper the Sun Times.  
In these articles it was alleged that in the Roberto Clemente School,in the 
Puerto Rican Community and affiliated to the Corretjer Cultural Center, 
students were indoctrinated with pro-independentista ideas and that some of 
its teachers were members of the FALN (Amed Forces for National 
Liberation,in English).

These "reports" motivated the State Legislature of Illinois to launch an 
investigation of the Roberto Clemente School, which was led by right-wing 
Representative Edgar Lopez, a declared enemy of the independence movement 
and of Luis Gutierrez.

The star witness of this investigation was none other than Marrero, who 
testified before legislators that the Clemente School was a hideout and den 
of terrorists and that the school was chanelling and using State and Federal 
funds to finance pro-independence propaganda and to support the campaign to 
free the Puerto Rican political prisoners.
But the investigation which was described by the Puerto Rican Community as a 
McCarthyist witch hunt, did not find evidence of even one illegal action at 
the Clemente School or the Puerto Rican Cultural Center

Imprisoned, but not defeated

Of the time that Solis Jordan was in jail the first few months were the 
worst because it was during this time that he was subjected to countless 
humiliations and indignities.  He was held for various weeks at the state 
peneteniary in Peoria, forced to sleep on the floor of a cell that was 
infested with rodens and was later transferred to the Federal Peniteniary in 
Coleman, Florida, where he is imprisoned today.  His first three weeks at 
Coleman were spent in solitary confinement and in chains 23 hours a day.

Once he was in general population at Coleman, he did not resort to cursing 
his bad luck, nor did he resign himself to the stuation, he kept busy by 
developing new projects and helping his fellow inmates.  Solis Jordan is 
presently giving G.E.D. Classes to other prisoners.  At first, the prison 
authorities assign to him about a dozen "troublemakers" or "incorregibles" 
to see what would happen.  After a few weeks, his classes were filled to 
capacity as more and more inmates wanted to participate in his classes.

In addition to lending a helping hand to any prisoner that requested it, 
often for things such as how to write a letter or to know their rights, he 
also is writing a book about investigative methodologies.

Solis is the father of 5 children.  Three of them are children of a previous 
marriage of his wifes, whose first husband died in a tragic accident.
