Actually, it means "Death to fascism, freedom to the people."  It was a 
slogan of the Yugoslav Anti-Fascist Youth and of Tito's Partisans.  Both 
sides in the Bosnian war -- Muslim and Serb -- used it in an attempt to 
invoke the prestige of the Partisans.  Neither deserved that prestige.
