Example reproduction:
  Enable the Show Desktop Widget
  Enable the Device Notifier Widget
  Click the Device Notifier Widget, so it's PopUp-Overlay appears.
  Click the Show Desktop Widget
  Repeat the procedure once more
  After that that, the Device Notifier Widget's PopUp-Overlay no more appears.

Description:
This problem appears with with the battery-widget and every widget using a
PopUp-Overlay.
