If it is "configured properly" then why do people keep commenting that 
they don't think it is?

It is the "Reply should always reply to the sender" part that I am 
having a hard time understanding. I believe that most people think they 
are communicating with the mail list and not the individual senders. 
Messages from the mail list come from the mail list, so most people 
consider it the "sender." It appears that most of the time when people 
respond to a message from the mail list -- they want to reply to the 
mail list, not the individual who posted the message.
That is why people keep commenting that Reply does not do what they 
expect -- reply to the mail list. Hope this helps clarify this issue for 
you.
