I'm on Windows XP using v2.0.0RC4-dev precompiled binaries which I downloaded yesterday from pecl.php.net

Are you sure you're using the latest version? Does the version info in 
phpinfo() output say 2.0.0RC4? Are you on Windows with the precompiled 
binaries or on Linux?
