Unable to load dynamic library...again

Running a version of PHP 5 I got last week, on Windows XP, Apache2.

Used to be that moving php_curl.dll and php_mysql.dll to the
C:\windows\system32 direcotry and changing the extension_dir entry in
php.ini made these things work on windows.  That is no longer the
case.

Warning
Unknown(): Unable to load dynamic library
'C:\windows\system32\php_curl.dll' - The specified procedure could not
be found.

This file DEFINITELY exists.
