Arbiter does seem like a natural direction for Simpletest to evolve in
some ways. I could be mistaken, but it looks like those encoding
classes that seem to make the file upload work will make it easier to
enable PUT / DELETE / WebDav-ish functionality too... If that's
nepotism, it's also a good thing, thanks!
