That exernal.php hack looks just about perfect to me.  Thanks for the link.

I agree that the tests aren't central to the documentation, my reason for
possibly wanting to include them:
1) I do have a few subclasses of the normal Web/Unit TestCases that would be
nice to document
2) I'm hoping that having a visible Test package in the documentation helps 
encourage other developers to write tests -- awareness more than anything else.

Of course adding phpDoc tags/comments all over the test cases starts to
bloat what should be rather self-explanatory code.
