Nope, I just approved your PECL account. You will get a separate mail
for the CVS account. Once you got it you'll have the karma to commit
to pecl/puno.
About the windows version, i'll see to it next week and update the sources
with the new license and a text file with the install procedures.
Let me know if you need help, I can give it a try on windows.
