The problem with PECL & GNU is that PECL is a part of PHP project, which mostly
uses PHP license (Apache license clone), so if some part of this project becomes
GNU, others should be GNU too, which is unacceptable.
So I guess no, unfortunately the extension cannot be added to PECL.
