htscanner, htaccess-like support for php

Hello,

Using more and more fcgi instead of server specific SAPI like mod_php,
htaccess support is always asked. There was no real solution but using
different cgi+php.ini.

Bart Vanbrabant developed a php extension to emulate htaccess in php.
The original version is available here:

As he does not maintain it, I asked if I can take the hand over it and
maintain it in PECL. A first pecl-ready version can be
fetched/installed from:

http://pecl.php.net/~pierre/htscanner-0.5.0.tgz

I fixed a couple of TS issues, use php streams instead of std IO and
add openbasedir/safemode checks.

If there is no objection, I will commit and release it under htscanner
(pecl/htscanner). Comments and suggestions are welcome :)
