Windows builds are only a part of the quality process. A RFC is not a
definitive proposal but will summarize the situation and propose
solutions. These solutions will obviously be based on past discussions
with every people involved in pecl.
But again, this is a RFC, to be discussed and analyzed. And *again*
(that's for you steph), it is *not* only about the windows builds.
