IIRC, FAT does not allow you to make a file without a filename and only an
extension(ie: .tmpusers)
The best thing to do, I think, would be to submit this as a bug via the
webinterface at
http://pear.php.net/bugs/search.php?cmd=display&status=Open&bug_type[]=Auth
