PHP Site down with ugly bug

I know this is pear and not PHP, but I also know that some of you guys 
work with the php Core and maybe one has access to the web CSV.

Probably you all already noticed, but just in case, check it out.
And leaving this "http://www.php.net/include/layout.inc"; out in the open 
I believe is not so pretty also.

Hope its not a big error ;)
