Well, it really doesn't have much to do with PEAR, but PHP-Nuke is a CMS
(Content Management System) designed and written in PHP. You can find a
lot more information (and what a CMS is, if you don't know) here:

If you decide you need a CMS, I would personally recommend PostNuke.
