  Completely re-vamp PEAR_RemoteInstall to try to use ftp streams.  Support for 
pecl
  ssh2-based streams is next (I don't have access to ftps server anywhere to 
test this)
  
  PEAR_RemoteInstall wasn't working at all since PEAR 1.4.3
