I got 'false' when I did this.  The parameters I used are

webSecret = 'simple'
accountName = 'ianyap'
outsidenumber = '12177213983'

Trying again, I got 'true'.  Trying a third time I got

 Error retrieving or parsing WSDL file: 
http://jimb-dev.cs.uiuc.edu:8080/AsteriskControlService.asmx?wsdlnot 
well-formed (invalid token) at line 339.

I tried three times after that and got 'false' all three times.  Do you get 
'true' *every* time using soapclient.com?
