I don't get any documentation output using your code, even from a NuSOAP 
service where I've put something in the 8th parameter to a register() 
call.  It seems that the WSDL generated by NuSOAP puts the operation 
documentation in the portType operation elements, but the wsdl class 
takes it out of the binding operation elements.  I don't think any will 
ever be there though, it doesn't seem to be being assigned anywhere by 
the parser:

line 3614, v1.75:
//TODO: track the node to which documentation should be assigned; it can 
be a part, message, etc.
//$this->portTypes[$this->currentPortType][$this->currentPortOperation]['
documentation'] = $this->documentation;
