[PHP-INSTALL] MySQL not working

ok. i have switched my php from the windows installer to the manual 
installer and it works fine. Now with getting MySQL to work that is a 
different story. I have the libmysql and libmysqli copied to the 
respective system and system32 folders. and i get this error when 
testing the MySql:

Fatal error: Call to undefined function mysql_connect() in C:\PHP\PHP 
Site\test_mysql.php on line 6

So obviously that didn't work. I didn't do this:

 For compiling, simply use  --with-mysql=[DIR] where [DIR] points to 
your MySQL installation directory.

simply because i have no idea how to do that in windows. could someone 
please help me step by step? thank you.
