change of php.ini doesn't work

Hi,
I have installed php4.2.3 with the following commands on a Redhat Linux 8.0:
./configure --with-apxs2=/usr/sbin/apxs --with-mysql --prefix=/usr/local/php
make
make install
 
After that, I have tried to change the php.ini which is under /usr/local/lib. 
But when I restart the computer, the changes don't work. When I looked into the 
php information, I found the Configuration File (php.ini) path is 
/usr/local/php/lib. But there is no such a file there. So what's wrong?

PS1: The system originally has no apxs. I get a httpd-devel rpm and installed 
it.
