Problem configuring php with gd on Red Hat 7

I used the following command:
./configure --with-mysql
--with-apxs=/usr/local/apache/bin/apxs
--with-gd=/usr/local/lib
and got the following error:
configure: error: Unable to find libgd.(a|so) anywhere
under /usr/local/lib
libgd.a is most definately in this directory, but the
error is implacable! Can anyone give me any leads as
to where I might have gone wrong?
