Which css file are you trying to modify? I think it must belong to a
custom theme, because that css doesn't look like the css I've seen with
default Drupal themes...
Which theme is it from? Is that the entire file that you posted?
No wonder you're stumped - that's a wierd css file. It doesn't look
complete. It's missing the basic definitions for body and links, for
example.
You may have more success (and a much easier time learning css) by first
experimenting with modifications to a standard theme, like pushbutton
(use the themes/pushbutton/style.css file) or bluemarine (use the
themes/bluemarine/style.css file).
