ad hoc forum support?

Hi Folks,

Is there a module that would provide and "ad hoc" forum capability, 
somewhat along the following lines:
1. create a topic that has a unique URL and email address (with a simple 
interface)
2. include the URL in a mailing (e.g.,  include something in a 
newsletter or announcement email that says "to discuss this topic 
further, click here")
3. when you click, you are taken to a discussion page, and given the 
option to "subscribe to this topic by email"
4.  at which point, you are subscribed to a topic-specific email 
discussion that has it's own archive/forum page
I've seen things like this in various bulletin board / forum systems, 
and they're really useful for things like:
- getting discussion going around a specific topic
- soliciting responses to an article
- getting people involved in a specific project
