Install 4.6 on windows

I am having a problem in that first page comes up fine. looks good all the
logos and colors are in place. When I click on create first account all I
get is a directory listing. Same with every internal link.

Windows XP pro
Php 4.3
Mysql 4.0

Installed PHPDEV on another computer same results.

Any ideas on what to try next.
