Not with the current image module, i am afraid. 
There is no real fine grained permission control in Drupal right now. But 
there is a module that will help you achieve what you want: the finer grained 
permission control.

Look at http://drupal.org/project/groups for more information. and don' t 
forget in reading that story, that images in drupal are nodes too!
