no post comment button

Hi,
I started setting up my drupal site, version 4.4.2, and the first
thing I noticed is that when I try to create a comment, I only see the
"Preview comment" button but no "Post comment" button.  I know that I
have given permission for users to post comments so I don't understand
why this is happening.
Is this a bug?
