RE: Navigation Menu Only for Admin?

I tried this -- seemed like the simplest way. However, all users
(including anonymous) have access to the menu unless I shut it off
manually for each user (which of course we can't do for anonymous
users). 

How do we prevent the navigation menu from being "on" by default? 

Can we prevent the "Block Configuration" setting from showing up in
"Edit Account" (without hacking the code).

Sorry if these are simple questions. I'm moving a site over from Tiki,
and still learning Drupal.
