However, all users (including anonymous) have access to the menu unless I shut it off manually for each user (which of course we can't do for anonymous users). How do we prevent the navigation menu from being "on" by default? Can we prevent the "Block Configuration" setting from showing up in "Edit Account" (without hacking the code).
