PHP in block causing problem

Hi,

I've got a weird problem where if I put a simple line in a block, for
example:

print 'hello';

Then when I save the block as PHP block, the text doesn't appear in a block
but will appear at the top of the page before all the other content.  I
tried surrounding the code with <?php ?> but that caused a parse error.
HTML in a block works fine.  I am the superuser for the site so it can't be
a permissions problem.

What am I missing?
