CVS-level documentation

We haven't decided on naming the new release 4.8 yet. Pages like 
http://drupal.org/node/64292 should use HEAD or similar, but not CVS, in 
the title.

For ease of transitioning to a version number when we have it, I 
reccomend not using HEAD in the page body. Before and after seem to be 
what is used in previous upgrade documentation.

(Now might be a good time to define a HTML pattern for before/after and 
set up CSS to make it look good.)
