Locale.module improvements of Gerhard

Gerhard,

after a very busy time I want to try your improved locale.module.. But;
- Where is it?
- What can I expect?
- Does it work?
- Is it wisely to install it on a production site?

I would be happy to test and report/fix bugs, because this module really
needs some work..
