[bug] throttle() is broken

throttle() selects data from the watchdog table to count the number of
nodes/comments/.. the user has submitted in the past X seconds but this
data is never inserted into this table so the count will always return
0 and throttle() will succeed.

The code to insert these messages was removed in r1.273, i'm not sure
why.
