Replaced the single Chinese entry in the preselection list with
Simplified/Traditional using the codes zh_hans/zh_hant.
These are not regional codes, but script codes. This was discussed a while
ago between me and James Seng, and we agreed on this approach being the best.
The typical users will want to pick one of these two rather than the generic
Chinese entry.
I also fixed a quick typo in the comments ('admininstration').
