I don't think that cluttering is a problem in this case. But XML files
need to have a root tag, so parameter-notext.xml should have a root
element (<para> probably)...
My mail sounds a little dumb and I know a root tag is mandatory;-)

But, I did a bit testing and 'make test' (and also validating with xmllint)
works fine and the generated output looks fine and correct, I expected some
validation errors, but none raised. Any clue why?
If you run xmllint on the parameter XML file alone, it will surely say,
it is faulty... Maybe it does not check the files individually, but all
combined...
We need to have a naming convention, so the additional files can be
identified by their names...
For parameters I suggest parameter-name_of_parameter.xml, like this one
parameter-notext.xml.
