Even if it's known, it's still illogical and contrary to the word and
meaning of the docs. There were a few problems in PHP which are
known - it's not a reason not to fix them.

Probably for most people "on" is just enough. Then we should just remove
"true" and "yes", if they are not needed - why should we have half-working
feature that nobody needs?

Do what? Use "true" to mean 0? No. Use "on" to mean 1 and fail? Yes, we
have a bug on that in the BTS. Use "yes" to mean 1 and fail? I don't know
those but I suppose there could be. So I really don't see what's the
problem with INI mechanism working consistently.
