Anonymous (guest) comments, watchers

Yet another question... (Well, I'm setting up a coWiki site and
I expect pretty heavy customizations. I'm at the very beginning
of the whole story; that's why these annoying questions. Sorry!)

I recall some vague hints that guest cannot post comments.
Can it still be enabled or trivially implemented somehow?

And, BTW, if I want to implement "watchers" for pages/comments,
where to look? Even the simplest mail-sending to page owner at the 
point of page revision change + new page comment woud do for me,
for a start.

Hints, pointers? (Please notice I'm trying to become a coWiki "power 
user", then a contributor; so not asking these things just to exercise 
you for fun. ;) )
