Developing Software Wedge in perl

Hi,

I m developing application in perl to read data from smart-card reader via
serial port.
connection is proper and i m getting right data,

now i want that my application should run like TWedge software,
so that i can get data from serial port in any application (where the cursor
is),
but i dont know exactly what to do for this,

please help,
