[Bug 3] fix to split packages.xml into smaller files

I wanted to apply it, but something doesn't work well.

To reproduce:

1) create "hosts" folder
2) try to run "cscript wpkg.js /query:a"

WPKG will be unable to find a profile for the host.

Other "split folders" (profiles, packages) seem to work fine.

I attach a diff that applies against 0.9.8.
