I think it would be ok to make this per interface.

I also agree if we make it a configuration wide script it semantically 
should be done after NWAM picks the environment.

The intention is this should just be a dumb hook that NWAM will blindly 
execute. The smarts are up to the creator of the script. For me this is 
where I would do the proxy configuration for my laptop, since I know 
that I'm using gnome, etc.
