According to that, only caps lock and only some keyboards are
affected. So either you've got another software interfering with that
or really a hardware problem.

I've enabled fn-key in my QS installation and it seems to work without
problems. I'm running OSX 10.5.4 and QS ß54 (3815, the last "official"
release).

You can enable fn-key activation of Exposé functions, if that works
perfectly you can rule out any hardware issues.
