There are several reasons, but the common line is "because breakage
will occur".

All that said, it is possible to install Fink into /usr/local. The
installation script will warn you explicitly, but proceed once you
acknowledge that you're doing this at your own risk.
This is an often repeated question & I don't see why it's such a big deal.
Given the explanation cited at the URL above, and reading through the
problems people have on the Fink lists, I feel that putting everything for
Fink under /sw was not an unwise move and for most people it will work
fine. If it really bugs you that much though, no big deal -- just change
it at install time or, after installing [hopefully] just move the base
directory and update your ${FINKDIR}/etc/fink.conf file to match.
Objection to the folder naming scheme is pretty petty in comparison to how
easy Fink makes it to get all your *nix software up & running happily :)
