I don't know of such thing, the maintainence directory contains
nothing, and Special:Import isn't ready.

You could just use the "raw" action. Write a bot that would do this
for all the help pages on meta. Then that bot posts to your site.
Search for help on bots.

Since you have a dump, you can setup a second, temporary wiki to serve
as meta for such a bot.
