That indicates it returned a '301 Moved Permanently' response, which is
indeed a redirect.

Confirm that Apache's ServerName directive is not incorrect (for
instance, "localhost"), which would send you to the wrong location when
making redirects.

You can ease debugging of these kinds of problems by installing the Live
HTTP Headers extension in Mozilla Firefox, with which it's fairly easy
to see the actual headers returned. (http://livehttpheaders.mozdev.org/)
