image map validates, but doesn't work in Moz

I've got a problem with an image map--the validator tells me all the code on
my page is fine, but the map doesn't work in Mozilla 1.1.

Could the validator be wrong? Could it or Moz be out of whack with the spec?
Or is there something wrong with my code that the validator just can't
check?

Also, I discovered while validating the css that while the HTML validator
was telling me my HTML was valid, it wasn't, because I was missing a full
URI in the doctype. The CSS validator caught this, though. Shouldn't the
HTML validator at least provide a warning about incomplete URIs in the
doctype?
