Sorry, I intended it to be implicit in my message that I'd like to raise
an issue. My apologies for not making that clear.

Thanks, I'll keep that in mind. But I think I'm working within the
bounds of documented process to request that the TAG consider
architectural issues with member submissions. Am I mistaken?

FWIW, I did talk about this with Hugo, but he's been away, and it's
my understanding that discussion is well under way to charter a WG to
develop a WS-Addressing-like specification. I didn't want to end up
waiting too long to do that.
