I think we're slated to discuss some comments regarding

I discovered a thread from a while ago that has some useful
input, regarding scalability

It's certainly relevant to quality of implementation,
if not webarch; our web servers are spending a lot of their
time serving up DTDs.

I wonder if it's a new issue.

It's a little like
http://www.w3.org/2001/tag/issues.html?type=1#namespaceDocument-8

but different too.
