I think we're slated to discuss some comments regarding "A URI owner SHOULD provide representations of the identified resource." -- http://www.w3.org/2001/tag/webarch/#pr-describe-resource I discovered a thread from a while ago that has some useful input, regarding scalability http://lists.w3.org/Archives/Public/www-tag/2002Oct/0248.html It's certainly relevant to quality of implementation, if not webarch; our web servers are spending a lot of their time serving up DTDs.
